New Mexico has a bitter gambling background. When the IGRA was signed by the House in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to cash in on the Indian casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to negotiate a contract with New Mexico Indian bands. When the working group arrived at an agreement with 2 big local bands a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that Native betting in New Mexico was a certainty. But when Governor Gary Johnson passed the accord with the Indian bands, anti-gaming forces were able to hold the accord up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, therefore costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, passed by the New Mexico legislature, to get the ball rolling on a full contract between the State of New Mexico and its American Indian bands. A decade had been squandered for gaming in New Mexico, which includes Indian casino Bingo.

The not for profit Bingo business has increased since Nineteen Ninety-Nine. In that year, New Mexico non-profit game owners brought in only $3,048 in revenues. That climbed to $725,150 in 2000, and passed a million dollars in revenues in 2001. Nonprofit Bingo earnings have increased steadily since that time. Two Thousand and Five saw the largest year, with $1,233,289 grossed by the operators.

Bingo is certainly beloved in New Mexico. All kinds of operators look for a bit of the pie. With hope, the politicians are done batting around gaming as an important factor like they did in the 90's. That's most likely wishful thinking.
